Panel bats for hiking UG, PG medical seats.

The standing committee on health for the 12 th five year Plan has proposed adding 18,000 additional undergraduate medical seats, and nearly 11,000 post-graduate seats between 2012 and 2017.

In its report to the Union health ministry, exclusively available with TOI, the panel has recommended for the increase of undergraduate medical seats from 41,569 to 66,000 and PG seats from 20,868 to 31,000. It has proposed setting up of 30 new medical colleges with public financing in states that need them the most. It has recommended setting up of 132 Auxiliary Nursing Midwifery (ANM) and 137 General Nursing Midwifery (GNM) schools through public financing with a focus on under-serviced areas and starting paramedical education courses in 149 government medical colleges and paramedical institutions in 26 states.

Trained and competent human resource, the committee says, is the foundation of an effective healthcare system. India produces 30,000 doctors, 18,000 specialists, 30,000 AYUSH doctors, 54,000 nurses, 15,000 ANMs and 36,000 pharmacists annually. “Yet, geographic and rural-urban imbalance exists in training and availability of human resource. Medical colleges are unevenly spread across the states with wide disparities in the quality of education. Only 193 districts of the total of 640 districts have a medical college – the remaining 447 districts do not have any medical colleges,” the report says. Against a World Health Organization recommended norm of 23/25 health workers (doctors, nurses, midwives) per 10,000 population, India has 19 health workers per 10,000 (doctors-6, nurses and midwives-13).

Besides, there are 7.9 lakh registered AYUSH practitioners (6.5 per 10,000). The urban density of doctors and nurses is four and three times, respectively, as compared to rural areas. “Such a skewed distribution results in large gaps in demand and availability, particularly for governmental health care facilities. The 12 th Plan aims to expand facilities for medical, nursing and paramedical education, creating new skilled health worker categories, enable AYUSH graduates to provide essential healthcare by upgrading their skills through bridge courses, establish a human resource health management system for improved recruitment, retention and performance; put in place an incentive structures, create career tracks for competence-based professional advancement and create a independent and professional regulatory environment,” the report adds.

The committee has proposed that AYUSH doctors can be trained through short bridge courses to manage essential healthcare at primary care settings. Medical officers deployed in primary and secondary health facilities need to be multi-skilled so that the can manage “day to day conditions relating to obstetrics, anesthesia, psychiatry, pediatrics including neonatology, trauma care.” The ministry has been told to orient medical education to needs of the society, starting with examining the curriculum of medical education so as to equip graduates to independently function as general practitioners, possess hands-on skills, and be sensitive to issues like social determinants of health, equity, essential medicines and generics.

The Principals of the constituent and affiliated Engineering and Pharmacy colleges are hereby informed that the University Examination Branch issues notification for the conduct of First year B.Tech. (R.R regulations) and First year B.Pharm. (R.R regulations) Special Supplementary examinations during January 2012.

Please inform the students that this notification is meant for the students studied / studying in the constituent and affiliated colleges of JNTU Hyderabad only.

This notification is issued for only such students who have completed their course and having backlog subjects.

2. The OMR award lists of all Lab Examinations of Special Supplementary should be sent to the Controller of Examinations, Examination Branch, JNTUH, Hyderabad- 500 085 on or before 16-01-2012 by 07.00 P.M.

3. The Principals are informed to appoint the examiners for conducting special lab exams for these students from the same clusters which are specified for Regular/Suppl. Examinations of Dec-2011/ Jan-2012

Important Note w.r.t. lab OMR award lists:

(i)Retain the photo copy of Lab OMR award list in a sealed cover signed by examiners.

(ii) Send the Lab OMR award lists of the students in ONE COVER to the Controller of Examinations.

(iii) Send the lab D.Forms and Lab OMR Award lists in two separate covers.

4. It is very likely that the digital photos of the candidates who appear for special supplementary examinations are not uploaded to University server by your college.  Hence the Principals are requested to obtain one digital photo from each candidate and upload them to University registration Server (Using the menu service Upload-Photos)

5. The digital photo uploaded for University exams shall be printed on Hall ticket as well as on provisional certificate and original degree certificate.  Hence if any student of B.Tech desires to change his/her photograph, the student may be allowed to change the photograph at the time of registration for examination itself.  Also no student registration shall be permitted with a dummy photo or wrong photograph, under any circumstances.  If any college Principal requests for change of photograph of any student after the issue of PC, a penalty of Rs.10,000/- shall be collected from the Principal, if the photograph on the hall ticket of the last exam appeared and the photograph printed on PC, are not matched.

6. The Principals are hereby informed, by direction, if award lists of the Lab Examinations are not received by the University examination branch on or before the scheduled date, absent will be shown in result and no correction will be entertained later.

7. Answer scripts of the Malpractice cases and court cases (if any) are to be kept in a separate sealed cover and sent to Smt. M. Indira Rani, Addl. Controller of Examinations, Examination Branch, JNTUH, Kukatpally, Hyderabad-500085 and such cases are to be reported as Malpractice Cases / Court Cases in D-form.

8. D-Form for each session should be uploaded within one hour after completion of examination duly incorporating malpractice / court cases.  If D-Form is not uploaded, result of all such students will be withheld.  Principals are requested to take necessary care during upload of D-form.  Any failure in upload due to technical problems must be brought to the notice of Controller of Examinations immediately (8008103820).

9.  Whenever a pre-printed Answer Book is found with multiple OMRs, stitched, such Answer Book should not be distributed to the students.   In such cases Blank Answer Books should be distributed to the concerned students.  Those Answer Books with multiple OMRs should be returned in a separate sealed cover to the Examination Branch along with Part-I slips of the answer books

10. Notifications for the above examinations are enclosed along with this letter.  The Principals are requested to display the same in the student notice board.

11. The  Cooperation  of  the  Principals  is  highly  solicited  for  smooth  processing  and   early declaration of examination results.
