    DIRECTIVE TO RE-OBTAIN INCOME CERTIFICATES HASSLE STUDENTS

    Oct. 2: Over 25 lakh students who claimed the fee reimbursement scheme over the last two years are having a tough time complying with the state government’s latest directive to re-obtain income certificates from tehsildars.

    The affected students are currently pursuing second and third year of engineering, MBA, MCA and other higher education courses.

    They are now running from pillar to post to secure the fresh income certificates.

    Many have missed classes for the last month as they
    were forced to rush to their native places to get the certificates. The government unfortunately has failed to provide the necessary infrastructure at respective RDO offices to issue certificates for such a large number of students resulting in the students having to wait for weeks.

    A majority of the fee reimbursement beneficiaries are from villages and interior areas and are pursuing courses in Hyderabad and other major cities.

    While some students are losing classes for weeks to obtain the certificates, others are travelling to their native places every week and are incurring unnecessary expenditure.

    Students now fear that if the certificates are further delayed they may be barred from appearing for their semester exams due to “lack of requisite attendance”.

    The government recently tightened the norms to claim
    the scheme in the wake of large-scale irregularities coming to light while issuing income certificates at mandal and village levels.

    As per the revised norms, the tehsildar will be held responsible for any discrepancies in income certificates. The tehsildar needs to specify his name, his employment code along with his office seal and date while issuing certificates.

    The parents and students also have to give a joint declaration expressing their willingness to repay the entire amount with penalties if found later that the benefit was claimed by submitting false details.
