JUDICIAL COMPLEX AT AMRITSAR
Administration of Justice is most essential function of the State. Power exercised by the
State through judiciary to enforce rights and punish wrongs. The District Courts are
provided for every district or for one or more districts together taking into account the
number of cases, population distribution in the district. They administer justice in India at
a district level. These courts are under administrative control of the High Court of the
State to which the district concerned belongs.
The history of the District court at Amritsar dates back to more than one hundred and
fifty years. During the era of Maharaja Ranjit Singh, the famous Sikh Ruler of Punjab,
there used to be no written laws or judicial courts and no established authority. Only the
chieftains would decide cases as per their whims. The annexation of the Punjab by the
British was immediately followed by the creation of a Board of Administration in 1849.
By the year 1884, elaborate and well organized machinery was established for the
administration of justice in the province. Since the separation of the executive from the
Judiciary in the state from October 2, 1964, the administration of both civil and criminal
Justice in the district has been controlled by the District and Sessions Judge, Amritsar. At
present, 35 courts are functioning in the Sessions Division including District & Sessions
Judge, nine Addl. District & Sessions Judges & Small Causes Court.
As an architect you are challenged to design a judicial complex on the existing site. The
buildings must be designed to reflect the values and aspirations of people of independent
India and conveying the spirit of democracy. The design of courthouses should reinforce
the law's role in our lives while advancing the delivery of critical public services. .Your
design strategies should improve the operations, aesthetics, sustainability and social
purpose for which this complex is being designed. You should design a :
a. Building that creates a strong memorable image and identity, both inside and outside.
b. Building that lift the spirit through the manipulation of architectural space, natural
light, well- expressed structure and inspiring outward views.
c. This should include natural conditioning strategies (daylight and natural ventilation),
