English education and English language have done immense
goods to India, in spite of their glaring drawbacks. The notions
of democracy and Self-government are the born of English
education. Those who fought died for mother India's freedom
were nursed in the cradle of English thought and culture. The
West has made contribution to the East. The history of Europe
has fired the hearts of our leaders. Our struggle for freedom has
been inspired by the struggles for freedom in England, America
and France. If our leaders were ignorant of English and if
they had not studied this language, how could they have been
inspired by these heroic struggles for freedom in other lands?
English, therefore, did us great good in the past and if properly
studied will do immense good in future. English is spoken
throughout the world. For international contact and trade, for
the development of our practical ideas, for the scientific studies,
English is indispensable-'English is very rich in literature,' our
own literature has been made richer by this foreign language.
It will really be a fatal day if we altogether forget Shakespeare,
Milton, Keats and Shaw.

The computer has been hailed as the greatest invention in human
history. It has transformed our lives and vastly expanded the horizons of
human endeavor. But there is another side to the computer that we cannot
ignore: by its speed, anonymity and vast reach, the computer has spawned
a new range of crimes, necessitating the introduction of a new branch of
law known as cyber law. These crimes are difficult to trace of prevent since
they take place not in the physical world around us but in cyberspace, the
space where all internet activities take place. Some of the crimes that are
aided by computers are discussed below. The computer has made possible
the proliferation of fraudulent schemes, in which victims are deceived by
false promises of quick wealth. People walk into the trap, and the criminal
gets their personal details like their bank account numbers and credit card
numbers. They are soon billed for the purchase of goods they never bought.
This is a form of `identity theft,' which generally involves obtaining data from
your financial transactions like on the internet or elsewhere. The criminal
then uses that information for fraudulent transactions like transferring money
from your accounts. There are also `casinos' on the internet, where people
are invited to gamble. Only when they have lost large sums of money, do
they realize that they are victims of fraud.
A matter of deep concern to parents is the use of the internet by
unscrupulous adults to deceive children. These perverts publish child
pornography on the internet, and some of them try to make friends with
children and lure them into sexual activity. This is why parents are advised to
keep track of their children's computer use. The internet offers near-complete
anonymity to the perpetrators of these crimes, and police have o devise newer
ways of tracking them and bringing them to justice.

The third type of crime is concerned with internet pharmacies.
Prescription drugs which are difficult to get across the counter can be
ordered and bought on the internet. Some of these pharmacies conduct fake
diagnoses through the internet and `prescribe' medicines. The patient fills
in a questionnaire and the pharmacy uses that for diagnosis. This kind of
transaction also allows underage people to buy alcohol and prohibited drugs
by ordering on the internet.
Another transaction that can be dangerous is the sale of firearms to
young people or to criminals and drugs addicts. These firearms dealers are
not licensed to sell guns and do not conduct any background check on the
prospective buyers, as in the case of physical transaction at licensed sales
points. Young people with criminal inclinations and known criminals who
have been refused firearms by licensed dealers can order and buy them on
the internet. This defeats the gun-control efforts launched by law-enforcing
agencies.
One form of crime that is very much in the news is piracy. Any
material that can be digitized- that is, reduced to a series of zeroes and ones-
can be transmitted easily and quickly from one computer to another. The
music industry is particularly vulnerable to such piracy. Piracy of albums
is estimated to have caused a loss of 300 million dollars annually to the US
economy. Songs and whole albums can be sold on the internet in minutes.
The movie industry too is in danger since movie CDs can be pirated and
sold or transmitted on the internet. Piracy of computer software has been
going on for several decades, and developing counties are being pressured
to make severe action against offenders. Newer ways of committing fraud
are devised as the older ones are brought under control by the police. But
when the perpetrator of the crime operates from Moscow and victim is in
America, questions of jurisdiction arise and the criminal takes advantage of
the situation and remains immune to legal action. As a directive from the US
president to a working group said in August 1999, the internet transcends
traditional jurisdiction boundaries and presents special challenges to the
internet crime investigators.

There is a special need today for evolving a new system of education
in India which must be in tune with our major values of national tradition
and integration. This system can only nourish and strengthen our national
consciousness. Before 1976, education was the exclusive responsibility of
the states. By the constitutional amendment of 1976, education was included
in the Concurrent List. While the role and responsibility of the states in
education remained largely unchanged the union government accepted a
larger responsibility for reinfoicing the national system of education to bring
about uniformity in education.

From ethical point of view human actions can be judged as good or bad
right or wrong moral or immoral. These judgments are always determined by
the common moral standard of our society. Morality is not a law imposed
upon us by our fellow men. It is a law that we ourselves can understand and
choose for our guidance because we see that it is good sense to do. Broadly
morality means honesty of character, fairness in attitude, absence of evils like
hatred, jealously, greed, telling lies, etc. The ultimate objective of education
is to inculcate these human values in the students.
Today life has become mechanical. Modern man has become very
materialistic and is totally preoccupied in pursuit of material things. This
excessive urge for materialistic gains has made him ignore the spiritual and
moral aspects of his life. It is a fact that today the educational system has failed
to inculcate in young people moral values. Despite the phenomenal increase
in the number of educational institutions, there has been a deterioration of
human values in our society. Charity, sympathy, selfless service, helping
others and such other qualities are found only in a few people nodes.
Now moral education is not included in any syllabus whether of
science or humanities. But our ancient universities of Nalanda and Taxila
focused on imparting moral education to the students. Then teachers laid
emphasis on the need to become a perfect human being. Values like respect
to elders and teachers, discipline and restraint in life were taught by the
teachers. In ancient times children were sent to the guru's ashram not only
to imbibe education which could equip them to earn lively hood, it also to
imbibe moral and spiritual values. Such value she lapped them to sustain
themselves in their moments of confusion and anxiety. Today these values
are completely overlooked by our education system.
Moral education can be given through value education curriculum
by all boards and universities. At school level, the syllabus should include
folk tales, stories of patriotism, biographies of great men, poems, parables
providing valuable lessons for the student. At university level the university
grants commission has introduced a scheme of value education among
students. Imparting human values to the students is the need of the hour.
Moral education is most successful when it is passive and indirect.
Moral character is very important in our life. No individual can become
a great man without character. All great men like Gandhiji, Vivekanand,
Subhash Chandra Bose and Abraham Lincoln were men of strong and noble
character. As character is necessary for individuals,-it is also necessary for
a nation. A nation cannot make progress if it has lost its character. Thus
introduction of moral education from grassroots to university level is very
necessary.
